Round Table Discussion on the Permit Information Portal

LEX Law Firm participated in the round table on June 27, 2023, dedicated to discussion of the project “Unified electronic database of permits”, developed by the Ministry of Economy and Commerce of the Kyrgyz Republic jointly with the International Finance Corporation (IFC). The round table event took place at the Hyatt Regency Hotel (Bishkek).

Usenbekova Ainura Dokturbaevna, Deputy Minister of Economy and Commerce of the Kyrgyz Republic, Manizha Mamadnabieva, Head of IFC in the Kyrgyz Republic, Azambek Zheembai uulu, Executive Director of JIA Business Association, Mirbek Okenov, IFC project consultant, representatives of the business community and employees of relevant state agencies responsible for issuing licenses and permissions participated in the round table.

Mirbek Okenov, IFC project consultant, introduced the Information Portal on Licenses and Permits (www.elicense.gov.kg). This portal contains information on all permits and procedures, the availability or performance (execution) of which is necessary to carry out activities in the course of entrepreneurial activity, including the issuance of permits in any prescribed form, inclusion in state registers, granting special rights, collecting fees by the authorized state authorities and local self-government agencies. Currently, the Ministry of Economy and Commerce of the Kyrgyz Republic is coordinating the work on filling the portal with information on permits by state and local authorities.

Participants discussed the main problems of the Information Portal www.elicense.gov.kg that require changes and improvements. Among others, business representatives asked questions and made suggestions regarding the stability of the portal, reduction of corruption risks when reviewing applications submitted online, lack of sufficient information on the fees for licenses and permits issued, outdated versions of some regulatory acts on the portal, and incomplete completion of the portal by most state authorities.

Mirbek Okenov, IFC project consultant, answered questions and said that the business community's suggestions and comments on changes and additions to the portal will be reflected in the further improvement of the Internet resource.
