Information session of the International Business Council on the topic: “Topical issues of changes in the tax legislation of the Kyrgyz Republic and administration”

On February 20, 2025, lawyers of LEX Law Firm participated in the IBC MeetUp on changes in the tax legislation and administration of the Kyrgyz Republic. The event was organized by the International Business Council, the Ministry of Economy and Commerce of the Kyrgyz Republic and the State Tax Service under the Ministry of Finance of the Kyrgyz Republic. The meeting was attended by representatives of government agencies, diplomatic missions and the business community.
During the Information Meeting the participants discussed the following major changes in the tax legislation of the Kyrgyz Republic:
- Abolition of universal declaration and “zero reports”;
- Exemption from income tax on waste paper and scrap metal;
- 1% tax for cab drivers and couriers;
- VAT exemptions for retail chains when selling agricultural products;
- Extension of the single tax for builders until July 1, 2025;
- Reduction of the rate for non-cash payments from 6% to 4%;
- Revision of the list of goods subject to the requirements of electronic bills of lading.
Maria Nazarova, Head of Tax Practice at Schneider Group Consulting Firm, shared her experience of implementing electronic document management in Russia, Kazakhstan and Armenia. The speaker cited a number of positive examples from the practice of neighboring countries. For example, the introduction of a universal transfer document in Russia, which combines the functions of an invoice and a delivery note, has significantly simplified tax administration.
The participants discussed accounting of raw materials, taxation of transactions with company shares and interaction of business with the State Tax Service. They also touched upon the status of small and medium-sized businesses. Based on the results of the meeting, recommendations were sent to the state authorities for further consideration.
