INFORMATION MODEL OF THE CREATIVE ECONOMY

On May 21-22, 2025, LEX Law Firm participated in an event to launch the Creative Economy Data Model (CEDM) in the Kyrgyz Republic. The event was organized jointly with the World Intellectual Property Organization (WIPO) and Kyrgyzpatent. It was attended by representatives of WIPO, the Ministry of Economy and Trade of the Kyrgyz Republic, as well as international experts from Colombia, Lithuania and Geneva, who shared their experience in developing creative industries in their countries.

Baktiyar Orozov, Minister of Science, Higher Education and Innovation of the Kyrgyz Republic, made a welcoming speech, noting the importance of intellectual property as a tool for promoting creative industries in domestic and international markets. He stressed that intellectual property rights can become an important factor of commercialization and added value for the products of the creative sector. The Minister also emphasized the need to develop a Strategy for the Development of Creative Economy of the Kyrgyz Republic as soon as possible.

Aisuluu Mustapakulova, Head of Innovation and Strategic Development Department of Kyrgyzpatent, presented in detail the country's creative economy policy, showing how Kyrgyzpatent implements it in practice. In particular, she highlighted the areas of work on infrastructure development: the creation of the State Innovation Center, launching a network of business incubators at universities, holding startup competitions such as “Startup Students” and hackathon “Startup Nation”, as well as the development of accelerator programs.

In addition, the program presents initiatives such as the Intellect Market digital platform for IP commercialization, the Technology Transfer Center, and activities to support women in science and innovation. As of April 1, 2025, 87,730 intellectual property objects are protected in Kyrgyzstan, including inventions, trademarks, industrial designs and copyrights.

The launch of the CEDM model is a significant step towards the formation of a sustainable creative economy in Kyrgyzstan. The new methodology for assessing the creative sector, developed in 2022 and in line with international standards, is already being used to identify the industry's contribution to the country's GDP and to build an effective public policy in this area.
